Who it’s for

  • Private landlords and letting agents
  • Housing officers at new tenancies, voids and periodic reviews

What you record

Answer the questions about the water system once: where the cold water comes from, whether it's stored and how hot water is heated. Then add an item for each tank, cylinder, shower or outlet that needs noting, with any temperatures taken, the action needed and up to 10 photos you can mark up. Finish with the overall risk and a review date.

A simple assessment for a house or flat with its own hot and cold water system, made by a landlord, agent or housing officer at a new tenancy, a void or a periodic review.

Each outlet or piece of equipment can carry hot and cold temperatures and whether it’s used regularly. You give the overall risk as low, medium or high, with a review date, and the report says the water wasn’t sampled or tested for bacteria.

What the report contains

  • A cover with your logo and colours
  • Contents, and what the assessment covers and doesn't
  • The water system and the overall risk
  • Each item with its temperatures, action and photos, numbered and dated
  • A summary of items
  • Your name and signature where the report is signed off

Written with reference to

  • Health and Safety at Work etc. Act 1974, section 3
  • Control of Substances Hazardous to Health Regulations 2002
  • HSE Approved Code of Practice L8: Legionnaires' disease, the control of legionella bacteria in water systems (fourth edition, 2013)
  • HSE guidance HSG274 Part 2: the control of legionella bacteria in hot and cold water systems
  • HSE: Legionella and landlords' responsibilities

The template follows these as they stood when it was written. It isn’t legal advice, and using it doesn’t make an inspection compliant: that’s for the person carrying it out.
