Who it’s for

  • Housing officers making regular close and block checks
  • Caretaking staff on regular rounds
  • Factors managing the shared parts of tenements and blocks

What you record

Walk the common areas and add a check for each thing you look at, area by area, with its result: satisfactory, action needed or urgent. Where action is needed, say what and who by, mark it if it was dealt with during the visit, and add up to 10 photos you can mark up. Finish by stating the outcome of the visit.

A routine check for housing officers, caretakers and factors looking after tenement closes and low-rise and high-rise blocks in Scotland. Every check is recorded, including the ones found clear, so the report shows what was looked at as well as what needs action.

You can record the landlord’s policy on items in common areas, zero tolerance or managed use, and the facilities for firefighters where the block has them, such as dry risers or a firefighting lift. It’s a visual check: nothing is opened up, and systems aren’t tested unless your notes say so.

What the report contains

  • A cover with your logo and colours
  • Contents, and what the check covers and doesn't
  • The building and the outcome of the visit
  • Each check with its result, action and photos, numbered and dated
  • A summary of checks
  • Your name and signature where the report is signed off

Written with reference to

  • Civic Government (Scotland) Act 1982, section 93 (fire precautions in common stairs etc.)
  • Fire (Scotland) Act 2005, Part 3
  • Fire Safety (Scotland) Regulations 2006, regulations 23 and 24 (maintenance of measures for firefighters in the common areas of private dwellings)
  • Scottish Government: Practical fire safety guidance for existing high rise domestic buildings

The template follows these as they stood when it was written. It isn’t legal advice, and using it doesn’t make an inspection compliant: that’s for the person carrying it out.
